Move permanent user action entries to keys or radio actions

To make the user action menu more usable

Settings and it subentries, and maybe another element - cannot recall exactly,
are permanently shown in the action menu.

This makes the action menu harder to use (more entries, less usable).

I see no real reason to have it in the action menu.

Instead you could assign the items to radio actions (0-0-x) or keys.

I prefer it in there tbh, i hate fiddling around with radio commands, especially in PvP, i would have to rebind stuff ive changed to the radio commands that i dont need because everyone is on ts.
I vote for leave it as it is....

I would say I'm for it.
Things that you only need very very rarely (as e.g. the settings [view distance, etc.]), could be put in the radio menu.

But there should be a hint about this in the intro, so that people know that there are some other options available for them.

For me actually I am for this idea. Barmy and I have always wanted to do this 3 years ago. However we wanted to put this in dialog boxes and have just one action menu item only.

But we both lacked the knowledge or the time to develop dialogs. My knowledge has grown a bit in 3 years and so has Barmy's. And thanks to CBA this can be done easier now. Now it is a matter of time. I can see this happening for C6.
