Remove MEPS Requirement from Sign Up Code

This is something we need to remove.
So if you agree then the code needs to simply check { If user is in the Registered Group he HAS completed MEPS }

Currently it is { If user is in Completed Group then he has completed MEPS }

Commenting out the code could be a solution too if the code is easily understandable.
